The correct application of financial sanctions in the pursuit of the objective of a common foreign and security policy for the EU Member States and the prevention of financing terrorism becoming steadily more important. The handling of financial sanctions is mandatory for the public and private sector. Because the financial institutions In this context, the EU pointed out the responsible attitude of financial institutions. because they are mainly involved in bank transfers and the statutory orders.
In Order to facilitate the application of financial sanctions the European Banking Federation, European Saving Banks Group, European Association of cooperative banking associations, European Association of Public Banks and the European Commission have recognized the need of a EU consolidated list. It was therefore agreed that the associations within the financial sector set up a common data base. These data base contains the consolidated list of the European Commission and updated regularly. The Development of the database was mainly created to support the members of the EU Credit Sector associations to act in compliance with the financial sanctions acts.

This index quotes people and corporations against those sanctions were enforced by the EU. These sanctions include among other things a ban on direct or indirect supply of economic resources or financial capital.

Export privileges are refused by the written order of the Department of Commerce. Every order concerning export privileges is published in the Federal Register. The UK Consolidated List of Financial Sanction Targets lists people and firms for what the export privileges through the Finance Ministry were suspended.

A consolidated list of asset freeze targets designated by the United Nations, European Union and United Kingdom under legislation relating to current financial sanctions regimes. Investment Ban targets are not included in the consolidated list of financial sanctions targets.

The coercive measures for the enforcement of UN (United Nations), OSCE (Organization for Security and Co-operation in Europe) or EU sanctions are laid down in the form of Federal Council ordinances and are based on the Federal Act on the Application of International Sanctions (Embargo Act; 946.231). In the context of sanctions, where there are lists of persons, organizations and groups affected by sanction measures, these lists of names are normally taken over as an annex to the Federal Council ordinance in question.

The Specially Designated Nationals List (SDN) contains data about organizations and individuals what are affected by sanctions programs administered by OFAC. This includes terrorist organizations, individual terrorists, and state sponsors of terrorism.
The first version of the Specially Designated Nationals List was introduced in 1994 during the presidential term of Bill Clinton. The introduction of the SDN List aimed to deny access to economic resources for global terrorism networks and drug trafficker’s networks. After the attack of September 11th 2001 on the World Trade Centre in New York and the Pentagon in Washington the rules of the SDN List were tighten up and the scope was extended.
If one trades with people stated on the SDN List risks a 30 year imprisonment and a penalty of up to 10 Million USD. According to a report by Wall Street Journal Western Union paid during the years 2001 until 2004 eleven Million USD due to a lack of OFAC attention. At this point, it should also be pointed out that one has to make sure that the sanctions examination is not only to be made for buyer and end user, it also includes all those involved in the process.
Adding a person or a corporation to SDN List means that their assets will be frozen and it is United States citizens and permanent residents are prohibited from doing business with them.

Blocked vessels are being segregated into a separate section on the Master list of Specially Designated Nationals and Blocked Persons. Banks are instructed to reject any funds transfer referencing a blocked vessel and must notify OFAC, via facsimile with a copy of the payment instructions that funds have been returned to remitter due to the possible involvement of an SDN vessel in the underlying transaction. Banks must contact OFAC's Compliance Programs Division for further instructions should the name of an SDN vessel appear in shipping documents presented under a letter of credit or if noticed in a documentary collection. SDN vessels must themselves be physically blocked should they enter US jurisdiction. Freight forwarders and shippers may not charter, book, cargo on, or otherwise deal with SDN vessels.

The US Denied Persons (DPL) contains data about people, whose export privileges had been withdrawn by U.S. Bureau of Industry and Security. US companies and foreign companies are not allowed to deliver or buy goods originating from the US to companies and persons contained in the US Denied Persons List (DPL). In this process, it is irrelevant whether those goods are listed in the Commerce Control List (CCL) or not.
As soon a person or entity is added to DPL a wide-ranging embargo is imposed. DPL aims to deny access to American products. The violation of this embargos are punished and can lead to addition of the own company to DPL. This means the exclusion of the American market and the end of co operations to US Companies.

The Bureau of Industry and Security (“BIS”), as a division of the US Department of Commerce has published a list of foreign ultimate buyers and recipients, what could not be examined in accordance with US export control requirements.
The Unverified List includes names and entities of foreign persons who in the past were parties to a transaction with respect to which BIS could not conduct a pre-license check (PLC) or a post-shipment verification (PSV) for reasons outside of the U.S. Government’s control.

Any transaction to which a listed person is a party will be deemed by BIS to raise a Red Flag with respect to such transaction within the meaning of the guidance set forth in Supplement No. 3 to 15 C.F.R. Part 732. The Red Flag; applies to the person on the Unverified List regardless of where the person is located in the country included on the list.

Due to the Red Flag the BIS instructs suppliers to understand these sign as a warning. The guideline named „Know Your Customer“obliged exporters to find out if the transaction violates export control. If the exporter proofs that the export doesn’t violate export control the export can be made. In case of existing suspicions is a clarification together with the BIS is essential and the transaction hast to be postponed until the case is resolved finally.

This list comprises names of persons and cooperations, whose in the opinion of the US authorities represent a serious risk regarding the spread of weapons of mass destruction or Missile Technology.

The Office of Defence Trade Controls (DDTC) as a department of State, maintains the US Statutorily Debarred Parties List (also called 'US Debarred List', 'US Debarment List' or 'US Statutory Debarment List'). In this list are natural and legal persons registered, whose were sentenced due to violation against Arms Export Control Act (AECA). It’s prohibited to deliver military goods and services as well as military documents to entities registered in the list.

The US Administratively Debarred Parties List counts like the Statutory Debarred Parties List to the control lists of the AECA (Arms Export Control Act). These control lists names persons, have been convicted of violating or conspiracy to violate the Arms Export Control Act (AECA) and consequence, they are subject to “statutory debarment” of the AECA and of the International Traffic in Arms Regulations (ITAR).

The business contact to persons and entities named in the list is prohibited. Furthermore it is not allowed to provide services for these persons, where they are participated indirectly (e.g. act as a broker or that these persons or entities act as end-user. The US General Prohibitions List is since 23rd September 2008 an integral part of the US Entity List.

Different US authorities impose sanctions against persons, entities and governments, what took actions to obtain or pass along weapons, nuclear respectively war technologies.
